It splits the water molecule up and then this can be lit to turn it back into water. So there is a conversion from electricity to flame heat and light. Water is a stable compound, so has to be given energy to make it 'burn' and the products of this are water again. If the flame keeps going when the machine switches off or if it's removed from between the two plates then THAT would be a breakthrough!
