HSPA+ currently performs about twice as fast as existing WiMAX and will continue to improve drastically over the coming year. Once Verizon finally gets some LTE phones on their network we'll see that HSPA+ is at least on par with LTE, and will be able to grow faster.

The International Telecommunications Union has determined that LTE, WiMAX, and HSPA+ are 4G technologies despite not meeting the IME-Advanced standard. They revised thier definition based on the "significant improvement" over existing 3G technologies. The fact that HSPA+ builds off of HSPA is irrelevant. The reason the CDMA carriers had to change technologies is because EV-DO was already maxed out. HSPA still had plenty of room for growth.

I just uploaded this App from the Marketplace. It took about 7 secs to upload and install. I'm have the HTC myTouch 4G on the T-Mobile Network. I recorded 8.98 Mbps download and 1.47 Mbps upload. I have NO problems while out and about using my phone in the mall shopping with my wife or on the highway.

sorry to tell you but mobile speed test website is always wrong and everybody has stated it. The speed test app you were using is more accurate.
