The hydrogen bonding in water creates very strong cohesive forces. The adhesive forces it has are stronger (which is why water forms a U shaped meniscus in a graduated cylinder, test tube, etc). The openings for water to pass through the handkerchief are so small that the water's surface tension (caused by the cohesive forces) holds it in. In addition, the adhesive forces make the water stick to the fibers in the handkerchief.

I think it has to do with the handkerchief initially allowing the air bubble on top to become even without any way to get out. The air bubble on top is stretched by the water underneath so that there is less pressure on the top of the water than at the bottom. It's actually the exact same principle as when you put your finger on the top of a straw and pull water out of a glass.
